Attestation de mise en sécurité - implementation of safety measures for most of the ICPEs that have been shut down.
Safety measures must be implemented as soon as possible after shutdown, and cannot be postponed.
The ATTES-SECUR, in the context of an ICPE (Installation Classée pour la Protection de l'Environnement), is a document certifying that the necessary measures have been taken to secure the installation when the activity ceases. The aim of this attestation is to ensure that the cessation of activity does not entail any risk to the environment, public health or safety.
ICPEs may contain potentially hazardous substances or equipment, and it is crucial to take adequate measures to avoid accidents that could have a negative impact on the environment and the surrounding population.
The 4 main points to check are
- disposal of hazardous products and waste,
- limiting or prohibiting access to the site,
- eliminating the risk of fire and/or explosion,
- surveillance and temporary measures through vulnerability, DIAG, SUIVI/IEM, management missions, carried out by a company whose certification includes NF X31-620-2.
The ATTES-SECUR guaranteeing the implementation of safety measures for decommissioned facilities (articles L.512-6-1, L.512-7-6 and L512-12-1 of the French Environment Code) must be carried out by a company certified in accordance with the Ministerial Order (AM) of February 9, 2022.
The LNE-certified SSP LETOURNEUR CONSEIL design office is authorized to issue ATTES-SECUR safety certificates.
