In accordance with the decree of February 9, 2022, wind farm operators are required to be accompanied by a certified company when dismantling or replacing one or more wind turbines.
A wind farm is an ICPE (Installation Classée pour la Protection de l'Environnement) likely to present dangers or inconveniences for public health, safety or the environment. They are governed by specific regulations, with the aim of minimizing environmental risks.
During dismantling, the design office monitors the work to ensure that all stages are carried out according to the established plans, complying with safety instructions and waste management regulations.
After dismantling; once the work has been completed, the design office carries out final checks to ensure that the site has been properly cleaned and restored. At this point, an attestation document (ATTES-EOLIEN) is issued to certify that everything has been done according to the rules.

- Legal obligation: In France, the dismantling of wind turbines is subject to strict legal obligations. The attestation éolienne issued by an engineering office is often a necessary proof for local authorities, to verify that the operator has respected all stages of the process.
- Performance bond: the ATTES-EOLIEN may also be required by landowners or insurance companies to prove that dismantling has been carried out in accordance with the original contract.
