As part of the economic stimulus plan, the French government has set up a fund to finance the recycling of brownfield sites and the transformation of land that has already been developed, focusing on:
- the reconversion of polluted brownfield sites resulting from former ICPE industrial sites or mining sites, as part of a national call for projects launched by ADEME.
- land recycling for urban development projects, revitalization of city centers and urban suburbs, and for productive redevelopment projects.
The French Environment and Energy Management Agency (ADEME) offers financial assistance for the rehabilitation of brownfield sites. This aid is designed to support projects for the redevelopment and restoration of polluted land, enabling it to regain its economic and environmental function.
More specifically, ADEME offers financial assistance for studies prior to the rehabilitation of brownfield sites, as well as for the work involved.
To qualify for assistance,"brownfield fund" project sponsors must submit an application to ADEME. This application must include a detailed project file, including a feasibility study, a soil pollution risk assessment, and a detailed financing plan.
ADEME then evaluates the "fond friche" application and may grant financial assistance according to the eligibility criteria and priorities set by the Agency. Eligible projects are those that are economically and environmentally attractive, consistent with public policies on sustainable development, and that meet local development needs.
