Taking pollution management measures into account in the design of construction or development projects. The attestation is a service codified by standard NF X 31-620 and is part of the ALUR law.The ATTES-ALUR certificate corresponds to part PC 16-5 or PC 16-6 of the building permit application. Part PC16-5 is required for a site previously classified as an ICPE, while part PC 16-6 replaces part PC 16-5 if the project is located in a SIS (Système d'Information sur les Sols - Soil Information System). The aim of this service is to guarantee that site pollution management measures will ensure compatibility between the state of the site (which may contain diffuse or residual pollution) and its intended use. The deliverable consists of two inseparable elements:
- an attestation in accordance with Appendix 1 of the Order of February 9, 2022 setting out the certification procedures provided for in Articles L 556-1 and L556-2 of the Environment Code, and the model attestation mentioned in Article R 556-3 of the Environment Code;
- a summary note including the list of documents analyzed, an assessment of regulatory, normative and methodological developments and their impact, a critical analysis of the impact, and conclusions on the match between the project and the pollution studies. The ATTES ALUR certificate is therefore issued in respect of DIAG or PG services, and possibly EMI services or services carried out as part of remediation work, as well as in respect of the measures planned to remediate or eliminate pollution transfers.
It goes without saying that the certificate can only be issued if the pollution management measures are viable and effective, and implemented as part of the construction work.To this end, the client must provide a document detailing the pollution management measures to be implemented as part of the project.
